Found a recent article giving an example of using "marked money" as a tool to uncover unlawful practices...

found an article on the FBI using "idea" of "money laundering" to catch terrorists. http://www.wsws.org/articles/2004/aug2004/stng-a11.shtml
found another article on a police dept. sending out letters saying you are the "recipient" of a large settlement and have to show up somewhere to collect your money... those who made an appt. and showed up were either arrested for a felony or misdeameanor.
