is this truely a waste? as far as the united states goes by writing on the bill it is an expression of freedom of speech. on top of that bills get taken out of circulation, eventually those bills end up back in the bank and they send it to the federal reserve. a movie that just resently that was released called mad money is about three women who steal money from the federal reserve. the money was taken out of circulation because they were damaged and were ment to be destoryed. in which they steal and put back into circulation. actually these damaged US bills still hold their value, they just need to be taken back to the reserve, destoryed, and replaced by a brand new spankin' one!
as far as the other countries go they could be political deviance, since people trust a piece of paper to hold valuem in which they trust the government that produces the paper to keep the value of that paper.
